Government Assistance—Not a Free Roof
The current Phase 4 application states that eligible homeowners can apply for a Queensland Government grant of up to $15,000 towards approved building upgrades.
This is not an entitlement, fixed rebate or promised payment. Your approved amount may be lower, and limited program funding can be exhausted.

Does the Roof Need Replacement?
A grant-focused enquiry should not predetermine the roofing solution. Repair, restoration and replacement address different conditions, and only an inspection can establish a sensible scope.

Repair, Restore or Replace?
- Roof repairMay suit an isolated leak, damaged flashing, a limited number of sheets or tiles, or another contained defect where the surrounding roof remains serviceable.
- Roof restorationMay suit a structurally serviceable roof needing cleaning, applicable repairs, repointing or a protective finish. Restoration is not the same as a grant-approved roof replacement.
- Roof replacementMay be appropriate when the existing roof cannot be economically returned to reliable service or when an approved resilience scope requires replacement.
- Government eligibility does not diagnose the roofStage 1 relates to the applicant and property criteria. Roofing scope still requires site assessment and government review.
How a Roof Replacement Is Scoped
Once the government process permits quote and work steps, the project needs a roofing assessment that accounts for the house, existing components, access and Townsville’s wind, rain, heat and coastal exposure.
Roof inspection
Review the existing roof covering, flashings, penetrations, drainage, visible deterioration and accessible supporting components.
Scope & documentation
Define the proposed roof system, included preparation, roof plumbing details and quote information required for the applicable stage.
Material decisions
Discuss a suitable metal or tile solution where structurally and program-appropriate, including colour, profile and exposure considerations.
Safe removal
After required approvals, remove the agreed old roof materials and expose underlying conditions that could not be confirmed beforehand.
Professional installation
Install the accepted roof scope with the specified components, fastening, flashing and weatherproofing details.
Final inspection & handover
Review the completed scope, clean the work area and provide relevant project and warranty documentation. Re-roof warranty terms are confirmed in writing for the specific job.

A maximum grant is not the final project cost. Understand the accepted scope and your responsibility before work begins.
Older roofs can conceal deterioration until the covering is removed. The quote should explain how discoveries and variations will be handled.

Is the Household Resilience Program currently open?
The Queensland Government currently states that Phase 4 is open for new applications. Funding comes from a limited pool, so check the official application page for live status before relying on availability.
Am I guaranteed the full $15,000?
No. Up to $15,000 is the maximum potential grant stated for eligible homeowners and approved upgrades. Eligibility advice does not guarantee final approval, a particular amount or future funding availability.
Who decides whether I am eligible?
The Queensland Government assesses eligibility and funding. Roof Restoration Townsville can provide roofing inspection and quote support at the appropriate stage but cannot approve an application or promise an outcome.
Should I get a detailed grant quote before Stage 1?
The official process has two stages. First submit the requested eligibility evidence. If eligibility is confirmed, follow the government’s Stage 2 instructions about quotes. You can contact us with questions, but do not assume an early quote secures funding.
Can grant funding be combined with an insurance claim?
Current government guidance says program funding cannot be used with an insurance claim for the same works. Only eligible improvement work not covered by an insurance claim can be considered.
Does every old roof qualify for replacement?
No. Property and homeowner eligibility are only part of the process. The roof condition, proposed resilience work and application scope must also be assessed. Some roofs may instead need repair or restoration.
Can the replacement be metal or tile?
The business works with metal and tile roofing, but the suitable solution depends on the existing structure, design, exposure, accepted scope and current program requirements. Material eligibility should not be assumed before assessment.
